So when the next bigger fish goes down, you'll again move the benchmark and say, "Well there is medium size fish but when are we seeing BIG FISH?

These things don't happen quickly and rarely do they start with the BIG FISH. The more small fish who are caught, they more evidence will be revealed about the BIG FISH.

It's the way many investigations work. This is not complex.

Yes...plus the big fish start being on the move and no doubt under surveillance....that leads to others! Additionally the little fishes usually don't have the finances to fight so they talk.
