No, that lovely song is actually about THE HOUSE OF LORDS; it's condemning them for being a bunch of do nothing morons...as a matter of fact and sung by a member of said "House". ;^)

OTOH...it is in IOLANTHE, in which dear Schwenck penned the immortal lines:"...Now nature always does contrive, that every boy and every gal, that's born into this world alive, is either a little Liberal or else a little Conservative. When in that House M.P.'s divide, if they've a brain and cerebellum, too, they've got to leave that brain outside, and vote as their leaders tell 'em to. ". :-)

I would say it compares Parliament's ineptitude to the triumphs of Britain's military and monarchs. I was thinking of the first verse and the title of the song. As Patton said, "Compared to war, all other forms of human endeavor shrink to insignificance."

Interesting quote, revealing something that remains true of legislatures today.
