Catholics *do* believe the blood of Christ cleans us of all sins if we confess our sin... If Roman Catholics believe this, then the concept of purgatory and the indulgences are a false teaching.
As would be the false teaching of wearing a piece of cloth or medal to avoid the hell-fire.

You have to understand that a lot of Catholic doctrine evolved not with an eye towards Biblical truth, but of keeping the Vatican in control of the flock. That is why Catholics were actively discouraged from reading the Bible for themselves until relatively recent times.
This Deep State model goes back more than a millennia.
Robert Mueller and the boys did not suddenly invent it in 2016.
The indulgence scam allowed them to raise enough revenue from the faithful to build the Sistene Chapel and commission a host of other artistic treasures.
