Prison reform is one of those sad issues that no one cares about... the public wants criminals punished, law makers will run on ballot issues that only see short term results and so we have become a warehouse prison nation, with very high recidivism rates. It will be interesting if Trump spends any political capitol on addressing this... most politicians don’t.
It would be nice to have less racially motivated butt rape and more forced labor.

Dead on. The law enforcement and prison industry has a vested interest in creating a high recidivism rate—repeat contracts. Just like the welfare office wants more people on welfare, not less. This is just simple business practice and seems obvious. That most conservatives can’t seem to grasp this is not a good sign.
