Two "thousand-year floods" in two years. What next?
Ellicott City - the "Old Town" - is a pipe-stem canyon downstream of a large area of land that was, until a couple of decades ago, largely undeveloped. Now, much of that land is developed - i.e. paved - and water that heretofore was absorbed now runs straight off into the Tiber River and scours the canyon that is Old Town Ellicott City.

As they say, actions have consequences and if you pave and otherwise develop land, water’s going to find another way to move where it wants to go. That’s not so good when there’s a lot of water wanting to go through town. :-(
