Speakers of the Norteno dialect on either side of the border with Texas don’t talk as rapidfire as folks further into Mexico do-we speak more slowly and have the same drawl in Spanish that we have in English. As to who speaks Spanish the fastest-I think Puerto Ricans and Cubans share that honor-they go on and on at lightspeed-you barely catch every 3d or 4th word-some Colombians talk really fast-then slam on the brakes to drag out a long vowel sound...
I’ve only heard “real” French from France spoken in “art”/film noir flicks, but my inefficient language vote goes to the French dialects spoken in Canada or parts of the US where there is a large ethnic French population-whether listening to MrT5 and his family chatter away in Quebecois, or him using the Cajun dialect with cousins in Louisiana, it still took 10 minutes of conversation and gestures to decide to go to a certain restaurant or grocery store...

In my opinion, French has to be one of the most inefficient languages ever. It is needlessly complicated when it should be simple, and is simple when it should be complicated. At least Spanish makes sense.
