For whatever reason, there are a lot of women who are bisexual, or who have at least tried it. I've known several girls who, while primarily in heterosexual relationships or married, have occasionally had sex with other women.
It's likely that the survey will count anyone who has ever done same-sex as at least "bi".
I think there is some truth to what you say.
I recall two girls who were unusually pretty. I would rate them both as 9s and I am a tough grader.
It was rumored they had a sexual relationship with each other. They even had pet names for each other. I never knew if the rumors were true. Both dated boys however I recently found out something which makes me wonder.
One got married and lived an uneventful life as far as I knew. The other one is now living with her Dyke partner. When they were young it was sort of fascinating picturing those two, but now the reality of a 70 year old Dyke is pretty disgusting.

I left the Army a decade ago and a lot of the female soldiers were bi or bi curious and these were not butch dykes but good looking friendly girls.
From an evolutionary standpoint, it makes sense. Women had to bond together and make a home in their cave that they lived in while men went on hunting trips. It is not advantageous for a man to be gay because obviously he will remove himself from the gene pool.
