Penn is one of the most decent people alive from Team Bill Clinton - I suspect he's saying this primarily because it's true. He may also see some advantage in writing this article, and he may be worried that the democrats are going to lose seats they could have won because of this witch hunt, but mostly this looks like an honest warning.
Penn was on CSPAN recently talking about his new book “Microtrends”.
He does have a good understanding of many new trends—with one exception.
He does not understand how the Deep State works—and its role in attempting to create and control these trends.
So, he is smart but naïve—the alligators in the swamp will eat him after they listen politely to him.
