There is something really strange with this. A much smaller town, is having the same problems and it is because the State of MD, roads dept. rebuilt the storm drains and changed the drainage which is causing he town to flood.
Wonder if the same thing could be happening in Ellicott City, same state, same brianics!

The part of Ellicott City that floods is called Historic Ellicott City. It was founded in 1772 and sits on the banks of the Tiber River, a tributary of the Patapsco River. It is one steep street down to the river with shops and restaurants on the ground floors and apartment above. Some restaurants are two story. It is very quaint and a fun place to spend an afternoon or evening.

It rained 8.3 inches in less than four hours. There is almost nowhere for the rain to go except to fill up the street. The ground, though there are only paved surfaces along this street, was already saturated from two recent weeks of intermittent gentle rains.

Catonsville,a nearby area, got more than ten inches of rain in the same time frame. It doesn’t have the geographical configuration of Historic Ellicott City and so did not suffer a catastrophic flood though there is lots of damage.
