Even wiki and CNN admit a president can appoint a special counsel on his own, last done by Harry Truman.

Truman is a good precedent for giving them hell .... unless the 1970s special counsel legislation changed something. If so, that law would need to be held unconstitutional. That's what I'm wondering about.
