How do some of these people get away from filing tax returns for 5-10-15-20+ years, before the IRS catches-up with them? Is
their return at the bottom of the delinquent pile?

I think all IRS employees are kept at the bottom of that delinquent pile, actually.

Sometimes if the IRS determines the taxpayer owes no money or is due a refund, they just close it as not worth pursuing.
