If it is a new edition of a government booklet, then it is not plagiarism. Does it have Melania as its author?

For one thing, Melania didn’t develop this herself. I don’t think copying part of a publicly published piece is plagiarism. I guess they think the taxpayers should spend thousands of dollars to slightly redo something that works?
I heard Ingram on the radio when I was out that critics are saying the only reason Melania is working against bullying is to get back at her bully husband. If these people were within my reach I’d show them what a bully is.
