"Wire Tap" has become a generic term meaning any method of listening in to someone else's phone conversations.
So yes, he was "wire tapped."

Oh, dear, the semantics game. Which they lose, incidentally - “monitor” does not mean “read the pen register”, a term I haven’t heard in years. When you hear “This call may be monitored for quality control purposes,” they aren’t talking about copying a list of caller and recipient, they’re talking about listening in. This is nothing but a bit of deliberate obfuscation on the part of the speaker.
It is a matter of query. They have it, and I bet they’re looking, and I’m betting Trump knows they’re looking.

When I hear that recorded message calling in anywhere to me, that’s the GREEN LIGHT to my taping my end of the call. PERIOD.
I don’t have to say I’m taping if they have already played that recording to me. Two can play the game. No contract is binding if both parties don’t have a copy.

Technicality. They still are snooping where it is not their business.
Back in 1979, the U.S. Supreme Court held that a pen register is not a "search" at all for constitutional purposes, and thus requires no warrant, because it uncovers no information that the caller didn't voluntarily disclose to the phone company. Congress put some limits on the use of pen registers by statute in 1986, but it is far, far easier for the government to use a pen register than for it to get a wiretapping warrant.
I think there were likely real wiretaps, they just don’t want to admit it.
That’s pretty scary.

Earlier today, NBC News reported that there was a wiretap on the phones of Michael Cohen, President Trumps longtime personal attorney, citing two separate sources with knowledge of the legal proceedings involving Cohen. But three senior U.S. officials now dispute that, saying that the monitoring of Cohens phones was limited to a log of calls, known as a pen register, not a wiretap where investigators can actually listen to calls.
