Rudy's a former US Attorney for the Southern District of New York.He knows the law.He knows how Federal prosecutors operate.We must assume that there's a good reason for him to have made this statement.

There was a thread last night it covered this thoroughly. President Trump has a fund set up for his lawyers to pay legal expenses he does not know where every penny goes. The lawyer draws the money out and it’s paid out therefore Trump has paid the lawyer back. Which means that the lawyer didn’t make an ill legal campaign contribution because his money was refunded. There are a lot of people on this website that need to think for themselves as Kanye West said.

If this was a strategy, I think it was a poor one. All he accomplished was to undercut the credibility of the President. The public will not focus on the source of the payment. It will focus on the inconsistencies in the versions.
