Wouldn’t Trump or Cohen have to issue the sex entertainment lady a 1099?

That would obviously have been Cohen's job as Trump's fixer attorney. No way would Trump have needed to be involved. Otherwise, why hire Cohen?

Cohen's job was to protect his client from having to obsess over such trifles. Remember, for the Donald, $130K is less than a speeding fine to Joe Six-pack.

As for Cohen, no doubt his billings to the Donald more than covered the Stormy payment.

And that fact nixes any campaign law violation on Cohen's part! Because the Stormy payment was ultimately Trump's money, and thus a personal campaign expenditure, to the extent it was campaign spending at all!
