H1B is to skilled workers, what illegals are to unskilled... the entire program needs gone. There is no saving or fixing it.
It would require ripping the 1965 Immigration Act and nearly everything after it.

many of the H-1Bs are illegal aliens. Most stay past their employment dates and become illegal aliens. It is estimated there are now over 5 million illegal alien H-1B foreigners in the US.
