DailyNK, a S. Korean news site dedicated to N. Korean affairs, this accident may have something to do with so-called “no-energy driving.” No-energy driving is a common practice in N. Korea as a way to save fuel. When a vehicle is going downslope, its driver shut off the engine, going in neutral gear. It is said to be a dangerous practice which can easily lead to a disaster.
