No one knows. It's a random low level guy that screwed up and was forced to retire. The DOJ-IG investigates crap like this all the time. People get busted for messing with evidence, improper relationships, theft, etc. Frequently, investigations happen because a coworker reports the misconduct via the DOJ-IG Hotline. This way, they avoid the "Blue-Wall" career implications of ratting out a fellow G-Man in the open.
