The audio of the video does not have him commanding the dog to quit. If fact passengers are heard saying he is not commanding the dog to stop.
You can’t offer up a video to back up what you say the owner said and at the same time ignore the audio which contradicts your claim.
The video shows him pulling backwards on the dog.
