The race is on get as much of the AGW agenda shoved as possible so when the truth becomes undeniable they can say these steps saved the day or they dont get passed and its proven that it was all BS.
There's a book, "Extraordinary Popular Delusions and the Madness of Crowds", written in the mid-1800s, iirc, whose first ~100 pages covers such grift, including the tulip craze.
