I had heard that the only reason there was that window of opportunity to tackle the guy was due to the shooter's gun jamming. Was the reason for the pause in shooting confirmed yet?

IIRC He was disarmed while trying to change the Magazine. That’s when the Good Guy jumped on the chance and was successful.
