I wished I had the answer.

The degree of the problem is reflected in the shift of productive people who chose to leave for another state.

That is the sad result.
They leave and it just gets worse.
Will anyone organize and fight?
How do they fight? What does fighting back look like?
Will it have to involve flying lead?
Unfortunately,I think it will degrade until it eventually does.
