Well this is one stage, we will have to see what it really means by what follows. Of course this is not the same as nuclear and missile disarmament in NK, but that is POTUS Trump’s clear goal and this is a good step on that path.
And no, I don’t think NK is in a position to have very many nuclear warheads of guaranteed effectiveness yet. Certainly they have some, how many is in dispute. We will have to see if they really can be brought into a rigorous disarmament process now, or not.
