She could (should) definitely be fired for this stunt with another college’s crisis hotline number. That sort of thing cannot be covered by any reasonable interpretation of “academic freedom” protected by tenure. It is a simple case of deception, harassment, misconduct, and interfering with the emergency mental health services of another institution. No conception of academic tenure protects for that.
