devices established by subsection (a) of this section shall not apply to a large
capacity ammunition feeding device lawfully possessed on or before the
effective date of this section

What group did all the slash through corrections? Looks really stupid to me. Most are typo corrections, or was it recording scratch through in the original notes.
If this is the “official” copy of the document this looks like it was done on the fly.
Hard for me to believe this will hold up under public scrutiny.
