Yes, to my surprise, Rosenstein was NOT mentioned.

He must have signed off on a different FISA application— the Comey FISA application, directly against the Trump administration, using that mythical dossier as foundation.

I think the “warrant” mentioned in the context of this letter focused on Carter Page. Rosenstein may not have been a signer on his (Page) particular warrant.
