Why couldn’t they leave the store when the cops asked them to (if not before) and wait outside for their friend?

Dunno exactly what when down and who said what, I didn’t see or read of resisting arrest or anything violent happening.
But if the police told them to move along and they didn’t, then you’re right - arrest was the only option.
I’d give business owners and police a little more leeway in telling people to move along. (Backed up with the likelihood of being tossed out by the scruff o’ the neck if they didn’t).
