What good is an IG report that tip toes and makes oblique references?

The IG says that a Principal Associate Deputy Attorney General called the highest ranks of the FBI and told them to shut down probes of the Clinton Foundation in four of five different cities, yet the IG won’t name the Principal Associate Deputy Attorney General.
Huh?
Wtf ? This is some crazy stuff.
It’s abundantly clear the Obama Appointee just doesn’t want to go numerous places.
This is how Sessions / Rosenstein want it.
The IG report is useless as long as any evidence of criminality it reveals is sat upon by Sessions.
