His book agent has apparently told Comey that stirring the headline pot (with any headline--the more outrageous, the better) sells books.
And Comey doesn't have enough integrity to resist.

He has admitted that he perjured himself before Congress. This will sell more books but at the cost of being revealed as a sick puppy.
