Uhhh not sure what you mean? I’ve been in Law Enforcement for over 25 years and have been a PBA delegate, if you are no longer employed by an agency, you have no duty to cooperate with an Internal Affairs investigation.

You might not cooperate with an IA investigation, but resigning wouldn’t give you a get-out-of-jail free card for past crimes.
Yeah, that’s my point. Not saying you are never held accountable criminally, but IAB can’t touch you anymore.
