Yes, they are. None of us believe they would do it, but they could kill tens of millions of Americans and we could do the same to them. What Russia lacks is major military capability short of a nuclear attack.

Russia still has hundreds of ICBMs aimed at us. All Putin has to do is give the order.
Even though the Cold War is no longer, Mutually Assured Destruction is still possible.

And although the Russian temperament is best described by the word "insanity," I don't think the powers-that-be want to do anything that would so seriously upset their cozy little apple-carts. And what about the Chinese? They don't exactly get much in the way of trade from the Russians.

Yeah, I bet if we just kicked in the door, the whole rotten structure would fall down. Realistically, if we got started by mid-June, we could be done before winter hit. I don’t even think our guys would need to take winter equipment.

I wouldn’t be so sure. Putin’s been busy beefing up Russia’s capabilities. The last thing you want to do is underestimate an enemy.
You assume that the Russian administration actually cares what happens in Ukraine enough to use their military to force it.
The Ukranians have already proven that they can't govern their way out of a wet paper bag. Nothing is going to improve the country short of Russia coming in and actually establishing a reasonable government. They won't do this of course, because even if quality of life improves 10x, they will be "occupiers" and universally denounced.
