Because those who are employed by the FBI and DOJ are part of the executive branch, and the President can fire them. If the President orders an action to be done (turn over papers) and is refused, he has grounds to terminate them.
Congress can investigate and make recommendations to the President, but cannot hire or fire (advise and consent).

Okay, but if President Trump fires someone, say Sessions, he has to get the replacement confirmed by Congress. Also, the replacement has to be more effective than the fired person. I don’t see how that will help here.
There are probably a mix of reasons that DOJ/FBI is slow walking documents — some legitimate reasons, some not. Some documents may be redacted because they are being used in a criminal investigation and to fully disclose them would harm the investigation.
Anyway, if President Trump cannot jail the corrupt people, then he needs to take the best course of action to help that happen. I suspect that his political calculations are more informed and more effective than those calling for explicit action — ‘order this disclosure or that firing.’

Many of these news items are distractions. Keep the criminals busy and oblivious until we have them sewn up tight. President Trump uses twitter to communicate with the American people but also to give the dogs a new bone to worry. He is directing attention where he wants it concentrated. I think in the next few weeks there will be stories breaking that will result in charges.

How about we are going to fire Eisenstein, arrest him, seize all of his assets, interrogate him and charge him with HIGH TREASON in a military court?
After all Rosenstein is attempting a Coup on lawfully and Constitutionally elected POTUS. This is a National threat and falls under military.

I believe it’s all tied in to Mueller. Trump can’t afford to do anything that might be construed as “obstruction of justice” Seemingly, doing anything with respect to personnel at the DOJ or the FBI, will give Mueller an opening.

The deep-state cannot afford for the American public to see and hear the TRUTH.
If the public's eyes and ears are fully opened it will be the death of the deep-state as we know it.
I would guess if they impeached we would next be told that suddenly "the documents have disappeared."
This is a "do or die" moment for the deep-state and their future existence depends on NOT letting the American public SEE and HEAR the TRUTH regarding our Government.
