Given the low rate of success of impeachment proceedings against elected officials and those appointed for life, it seems to me very improbable that impeachment proceedings for an at-will appointee would gain much support.
That is to say, although the Constitution says any executive-branch appointee can be impeached, Mr. Rosenstein could simply be fired.
