I’m not into killing the workers, not as a primary goal, but I like the idea of letting them finish the tunnel and then collapsing it before they get anyone through it. Eventually, smugglers will get tired of paying to dig and getting no return on investment.
Pump the tunnels full of fart gas or something gross just to mess with them.
