I think it's likely what we'll see if all vehicles MUST conform to EPA Tier 2 Bin 5 (CARB ULEV-II) standards and must be able to do so in real-world driving conditions. Indeed, the current European Euro6 emissions standard is more or less the same a the American standards I mentioned.

A major reason why we're seeing a lot less smog alerts is that all the pre-1988 model automobiles are pretty much gone from the roads. As such, most vehicles at least meet Tier 2 Bin 5, and that means far cleaner air to start with.
