The House of Representatives ... shall have the sole Power of Impeachment.
The supreme court has suggested (though not ruled in a precedent) that the house's decision is beyond judicial review. Removal from office after impeachment is a separate issue with a lot of procedures and difficulties. But impeachment is pretty simple.
If Ryan wanted to declare that a Trump tweet constitutes a "high crimes or misdemeanor" and got enough house to go along, we'd have impeachment. Getting the house to vote may be difficult, but there is no judicial interference; no set of laws/rules/tests to refer to; and no process outside of house rules.
One description of "high crimes and misdeamors" is
historical references of the period, the phrase in its original meaning is interpreted as "for whatever reason whatsoever".
According to wikipedia, Benjamin Franklin asserted that the power of impeachment and removal was necessary for those times when the Executive "rendered himself obnoxious,"
I don't trust wikipedia, and even if Franklin said it, it wouldn't be binding in court. But you can bet that Maxine Waters will be willing to use that as justification for her vote to impeach. And the courts are unlikely to stop her.

Don’t make me laugh here. This is so beyond politics. Bullets have more power than stupid, corrupt politicians. Maxine Waters is a non-factor.
