That makes no Constitutional sense. Congress only has the power to *appropriate* funds.
The CIC has exclusive control of the military. The executive branch has exclusive control over all matters of foreign policy.
Where does the senate fit into all of this?
The PDJT declaration of a state of war at the Boarder gives the CIC power over any money in the continuing resolution for any purpose.....TRUMP wins again.
I believe its referred to as “reprogramming”. The Congress authorizes and appropriates. The appropriations side gives money to the agencies in many different “pots” (e.g., R&D, Production, Military Construction, Military pay, etc). If the Administration wants to shift money between pots, they have the authority to do so up to certain limits (relatively low) without any other approval. Above those limits they need Congressional approval. This may be what that post referred to.
