This is a 6 month spending bill and there’s 1.3 billion allocated to the border wall.
The people whining because the entire wall won’t be built in 6 months are not right in the head.
I find it hard to believe that they will have time to spend 1.3 billion. It sure as hell is a lot more than was ever spent in the past.

Trump is a builder and his manifesto is to deliver his projects under budget and ahead of time.
I do get your overall point and completely agree: 1.3 billion for 6 months is plenty of $ to get started.
The Nevertrumpers whining are missing a lot of the big picture and seem to be looking for ways to turn on the President before they see what he accomplishes with the cards he is dealt by the pathetic congress.
That and I believe that the President said that military funds would or could be used to build the rest. National security and all!
