Obviously you want to see negative Trump posts

To what purpose? I don't want to see negative Trump posts. What have I typed that would make you think that?

I think I see that you wanted me to think, from these three posts that President Trump, with the OSB funding can Build the Wall with no opposition. I think that is a dream far baseless than my wish that the OSB had been vetoed. I worry Congress would see that as justification for Impeachment. I don't see how invoking an obscure 1985 clause regarding a trust fund for public health in Haiti could magically built a Border Wall, but I'll humor you and try to trace it out.
Here is the text of the letter:

In accordance with section 7058(d) of division K of the Consolidated Appropriations Act, 2018 (H.R. 1625; the “Act”), I hereby designate as an emergency requirement all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, for the accounts referenced in section 7058(d).

Here is Section 7058 (d):

  (d) Repurposed Funds.--(1) Of the unobligated balances available
under the heading ``Bilateral Economic Assistance'' in title IX of the
Department of State, Foreign Operations, and Related Programs
Appropriations Act, 2015 (division J of Public Law 113-235)--
        (A) $35,000,000 shall be made available for the Emergency
Reserve Fund established pursuant to section 7058(c)(1) of the
Department of State, Foreign Operations, and Related Programs
Appropriations Act, 2017 (division J of Public Law 115-31):
Provided, That such funds may only be made available if the
USAID Administrator determines and reports to the Committees on
Appropriations that it is in the national interest to respond
    to an emerging health threat that poses severe threats to human health;
        (B) $100,000,000 shall be for programs to accelerate the
capabilities of targeted countries to prevent, detect, and
respond to infectious disease outbreaks; and
        (C) $10,000,000 shall be made available for support of a
multi-partner trust fund or other multilateral efforts to
assist communities in Haiti affected by cholera resulting from
the United Nations Stabilization Mission in Haiti: Provided,
That prior to the obligation of such funds, the Secretary of
State shall ensure that mechanisms are in place for monitoring,
oversight, and control of such funds: Provided further, That
such funds shall be subject to prior consultation with, and the
regular notification procedures of, the Committees on Appropriations.
  (2) Funds made available pursuant to this subsection are in
addition to funds otherwise made available for such purposes.
  (3) Funds made available pursuant to this subsection under the
headings ``Global Health Programs'' and ``International Disaster
Assistance'' may be transferred to, and merged with, funds made
available under such headings: Provided, That such transfer authority
is in addition to any other transfer authority provided by law.
  (4) The amounts repurposed under this subsection are designated by
the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control
Act of 1985 and shall be available only if the President subsequently
so designates all such amounts and transmits such designations to the
Congress.

Here is section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985:

(A) EMERGENCY APPROPRIATIONS; OVERSEAS CONTIN- GENCY OPERATIONS/GLOBAL WAR ON TERRORISM.—If, for any fiscal year, appropriations for discretionary accounts are enacted that—
(i) the Congress designates as emergency requirements
in statute on an account by account basis and
the President subsequently so designates, or
(ii) the Congress designates for Overseas Contingency
Operations/Global War on Terrorism in statute
on an account by account basis and the President subsequently
so designates, the adjustment shall be the total of such appropriations in
discretionary accounts designated as emergency requirements
or for Overseas Contingency Operations/Global War
on Terrorism, as applicable.

Further, because there was no section 7058(d) of division K of the Consolidated Appropriations Act, 2018 (H.R. 1625; the “Act”), spelled out in the text but there was a section "J", here is the reference to "J" and "K" from the public law code:

DIVISION J—DEPARTMENT OF STATE, FOREIGN OPERATIONS, AND RELATED PROGRAMS APPROPRIATIONS ACT, 2017

Title I—Department of State and Related Agency
Title II—United States Agency for International Development
Title III—Bilateral Economic Assistance
Title IV—International Security Assistance
Title V—Multilateral Assistance
Title VI—Export and Investment Assistance
Title VII—General Provisions
Title VIII—Overseas Contingency Operations/Global War on Terrorism

DIVISION K—TRANSPORTATION, HOUSING AND URBAN DEVELOPMENT, AND RELATED AGENCIES APPROPRIATIONS ACT, 2017

Title I—Department of Transportation
Title II—Department of Housing and Urban Development
Title III—Related Agencies
Title IV—General Provisions—This Act

Or it could have referred ti the table of contents:

DIVISION K--DEPARTMENT OF STATE, FOREIGN OPERATIONS, AND RELATED PROGRAMS APPROPRIATIONS ACT, 2018

Title I--Department of State and Related Agency
Title II--United States Agency for International Development
Title III--Bilateral Economic Assistance
Title IV--International Security Assistance
Title V--Multilateral Assistance
Title VI--Export and Investment Assistance
Title VII--General Provisions
Title VIII--Overseas Contingency Operations/Global War on Terrorism

Which looks like the Division J and K are interchangeable.

My belief is that this whole cryptic letter was to support drug interdiction in President Trump's declared Opioid Crisis, noting that Global Terror is funded by illicit drugs.

If it is intended for the Border Wall I will be ecstatic, but that amount of money is not enough.
