I believe the major features of that act were found to be unconstitutional in 1986. The president cannot order cuts that Congress authorized and which he had signed off on.
Hah....tell that to Obama.....he did that ALL the time.
If Obama can do it, so can Trump.
Regardless, Congress cannot force the Executive to spend funds that were ‘allocated’ and not ‘budgeted’.
Should an activist judiciary attempt to force the Executive to their will, it’s a given that SCOTUS will decide the Executive has the prerogative, else the judiciary would usurp the powers of the presidency which cannot happen under the Constitution.
The only remedy Congress would have is impeachment and removal which could only occur under a conviction involving high crimes and misdemeanors of which there are none.
Bottom line, Trump wins.
