It’s NOT a budget, it’s a spending recommendation ie Omnibus Bill.

The law only requires a president to do what a Budget says to do, but this hunk of paper is only a suggestion.

95% of the people screaming about the bill don’t know that.....and won’t stop to listen. Even as Trump quietly spends the funds on what he sees fit, and what he can get past CONgress’ eyes.
