Because it shows how he slipped in his plan to circumvent the Dems obstruction, by assigning the wall building to be built by the Army Corps of Engineers, as it truly is a matter of national security. Because it strips the corrupt Dem sub-contractors from ripping off the taxpayers. And just as importantly, it assigns millions to the IG that specifically can not be limited or denied by the Dems/Pub traitors. That is what I call a genius workaround.
There are wire fences going up at the border as we speak. Nothing is being dismantled. A barrier is being built. Reinforcements are incoming.
