Your mistake is assuming we have majorities in the Senate and House. Progressives control both parties. We control the WH. Nothing else.
I agree that we control the White House and nothing more. The GOP has been exposed for all to see who actually controls the votes. Similarly, the democrats have been stripped naked and can no longer pretend to be progressives. They are just plain socialist communists. All in all, both parties are conjoined and run their own govt behind the facade of being opponents of one another. Pres Trump does what he can do and will continue to work for America.
