She also crossed three lanes before entering the forth lane where she was hit (about 40ft). That means she was in the roadway about 7 seconds. Seven seconds for the vehicle puts it about 400ft from the point of impact when she entered the road. If you use a good satellite viewer that puts the car just coming out from under the overpass. Slight curve in the road, but not enough to obstruct line of sight to the pedestrian.
Here is the real problem. The Uber car was equipped with LIDAR that has a 20 meter range, 360 degrees. Thats about 65 feet. At 40mph on dry asphalt, a car can stop in about 80 feet. That does not include reaction time. Whats the reaction time for an autonomous car? Regardless, it could have been a concrete block in the middle of the road and the car would not have stopped. It was over driving its visual acuity.

Yes, this is the biggest problem in this case. The car was just relying on sensors, not intelligence to track the person as she was crossing. A human being would have tracked the person and realized from far away that he needed to slow down.

I looked close at the dash cam video.
It’s 1 second from first glimmer of the brain noticing something odd, to impact.
There is no excuse for her to be crossing a dark controlled-access street with traffic.
