The problem is the Constitution puts the Communist Party permanently in charge of the government. Thus one would be swearing to a permanent unelected self perpetuating oligarchy.
It’s actually an absolute monarchy, what with “President” Hsi being an authoritarian dictator whose laws everyone else in the bloated autocratic bureaucracy rubber-stamps.
