Excellent article, though the statement “Bill Clinton...waged a skillful-public relations campaign, and enough Democratic senators supported him so he could finish his term”, is disingenuous. All 100 senators voted not to convict, republican as well as democratic. If Trump were impeached, enough backstabbing NeverTrumper Rinos would vote to convict, to get it done, probably gleefully lead by Mitch McConnell.

Anything that takes five +/- paragraphs to describe is too complex to ever be solved legally. At best we may be looking at an Al Capone scenario. Even Black says so in his paragraph that states the “best” outcome to be some kind of reform of the system.
