I think a higher level of expertise is needed to make one safely and to make sure it goes off as planned.
Nothing at all sophisticated about dynamite and a blasting cap. You can't make dynamite explode without some kind of blasting cap. Black powder is on shelves all over the country and doesn't explode so sophistication is not a requirement.
