They were waiting for ballistic vehicles to arrive when his vehicle began to drive away, Manley said. So, they had him under surveillance I gather, at the hotel, maybe if this guy had an accomplice (phone records would help), they might not be letting this guy’s name be known yet. Some have suggested, he might not be working alone.
