Normally, unauthorized sharing of department information with anyone - even Congress - is ‘leaking’ or worse.

Congress created the DOJ. Congress funds the DOJ. Congress performs oversight functions over the DOJ, so that they can decide if they want to fund the DOJ. Congress uses their subpoena and contempt powers to perform such oversight.

The DOJ isn't an independent entity unto itself. The DOJ is supposed to take orders from the president and it is supposed to allow oversight by Congress.

It is Congress that authorizes information from the DOJ, not the other way around.
