Why didn’t the FBI’s Director Wray do the firing?
The OPR is a level above Wray. OPR procedures are such that McCabe and Wray must have known quite a while ago what was going down, as procedures call for lengthy notifications, reviewing, and commenting on the findings by Wray and MacCabe and likely by McCabe’s attorneys. The Merit Systems Protection Board may also be involved.
The OPR might also be notifying state bar associations.
